Program Manager (1 position based in Mondulkiri Province)
The Program Manager is responsible for overall management of Caritas-Modulkiri Programs (Integrated Community Development Project, Community Health Project, Eco-Tourist Project and Education Project) in compliance with Caritas policies, protocol and operation guidelines to achieve the objectives as outlined in the strategic plan.
Major Responsibilities:
Program Management:
- Overall project management and operation including providing clear job description, orientation and imparting importance of policies, guidelines, program approach, performance expectations, providing capacity building for needs identified to project staffs on proper program implementation to achieve the objectives as outlined in the strategic plan and staff supervision.
- Develop concept note and project proposal for fundraising in consultation with relevant departments at National Office and submit to the PME Department/Executive Director.
- Develop operational plan and budgeting (annual, quarterly) of projects and submit to relevant departments at National Office.
- Write project reports (completion, annual, quarterly) and submit to relevant departments at National Office as deadline set.
- Effective using funds provided to ensure the well-being of Caritas beneficiaries.
- Oversee all expenditures and financial reports to ensure it is in line with financial policy, procedure and approved budgets.
- Conduct regular meetings with project staffs to identify problem of project implementation, staff concerns and find proper solution.
- Provide technical support; coaching and guidance on project implementation to project staffs to sharpen their capacity and skills to ensure project activities are in line with project objectives and strategic plan set.
- Coordinate with other project managers to maximize resources to create a synergy and to optimize impact on the targets.
- Promote and practice high degree of accountability, responsibility and transparency within in the project.
- Promote integration of cross-cutting themes of gender, right based advocacy, environment, and child protection through project management cycle.
- Maintain good relationship with the Government Departments, INGOs, NGOs and other concerned agencies in the project area.
Monitoring & Evaluation:
- Regular monitoring and evaluation of project activities, outcomes, and impacts analysis and provide feedback to project staffs to ensure the effectiveness and efficiency of project implementation.
- Provide technical assistance to project managers on data collection, monitoring tools and data management system to tracking outputs and outcomes of project progress.
- Write regular monitoring reports, case studies, and successful stories of projects and submit to relevant departments at National Office as deadline set.
- Work closely with relevant departments at National Office to conduct project assessment, baseline survey, end-line survey, and another research if needed.
Others:
- Represent Caritas through working with stakeholders at provincial level.
- Conduct training need assessment to define training need and prepare staff development plan for project staff capacity building with consultation with Admin & HR Department.
- Be a member of the Management Committee, task forces and other national events.
- Provide technical support and direction in overall office management; and ensure that Caritas properties and assets are secure.
- Respect internal rules and guiding principles of Caritas Cambodia.
- Conduct staff performance appraisal once a year in December.
- Report regularly to National Office on the security situation in the project target areas.
- Taking part in the reflections of Caritas Cambodia on its orientation and directions for social action.
- Communicating to National Office of all information and documentation of national interest: trainings, political events, social problems and analysis, major changes.
- Other responsibilities as requested by supervisor.
Qualifications:
- University degree in Social Science, Rural Development or other equivalent skills.
- Minimum 7 years’ experience in Community Development.
- Strong ability in project management, financial management and supervisory skills.
- Strong ability in Planning, Monitoring and Evaluation and Result Based Management.
- Analytical skills and problem-solving skills.
- A high degree of flexibility, adaptability and creativity.
- High commitment to work with the poor and sensitive of people’s perspective.
- Excellent interpersonal skill, strong integrity and leadership quality.
- Excellent written and spoken skills in English and Khmer.
- Willingness to travel frequently to the target project.
- Computer literacy (Word, Excel, Power Point, Internet and Email)
